I just got a Panasonic CY-VMC7000u In-Dash Monitor/CD Player and it says that the screen will only work when the e-brake is on i was wondering if anyone had or knows how to wire it so that the brake does not have to be on.

you shouldbe able to take the wire that they say to hook to the ebrake and just hook it to a low power wire like the remote amp lead.
not certin my tv is just one of the $150 tv that you hook to the ps1 to make it portable i took it out of the case and just made a trim ring to put it in the dash.

If your bumper still has all its paint your not low enough

My TVs cost me $119ea and installed it into the visor myself. Looks great and works with or without sun glaring on it. I suggest taking that back and investing in the Visor screens. Much Cheaper and easy to install.
