hi, one of the stock fog lamps went out on my 99 gs. is this something that is simple to replace (swap out the lamps) or is it recommended to just get an entirely new set up (foglamp housing and such).

Just change the bulb... I think it is an h3 but you should double check that.

Yeah, it's H3.

You have to unscrew the bottom of the fog lamp housing to get to the bulb.
