I did this for a friend with a 95-96. It will only work if the "fog" is on the outside. I rubbed tothpaste on both headlights, covering the whole light. After it was on both, I used a rag and wiped it all around. It won't come off. Then, after a while of rubbing it on the lights, wash the rag out, or get a new one, soak it in warm water, and then wipe the light pretty hard. This pretty much buffs it out. After you get most of it off with a wet rag, you might wanna spray it with water to get any excess off. It works tho.

you can just use polishing compound also, really anything with a light abrasive
