I want to put a 97+ front bumper on my 96 eclipse to fit over my hahn intercooler. Is all I will have to do is shave the bumper by the I/C and buy 97+ head lights to make this work?

pretty much.. along with painting the bumper.. just shave the back part of the bumper where the intercooler will be and you should be fine.
