Kinda looks like the Blitz with some modification to me. I don't know for sure though. Looks like it's just the bottom section of the Blitz molded onto the stock 97-99 bumper. The "points" that come off of the front of the Blitz are longer than those on that bumper though. Maybe sanded down???
