My car didn't have the stock fog light when I bought it used, but I found the fog light button in my console . also the fog light covers do not have the honrizonal plactic across the hole. Does that that the guy who sell me the car took out the fog lights be4 sell it to me? I hope there are harness installed inside. If yes, how hard to install the stock fog light?

It sounds to me like he took them out also. You should take one of the covers off and look behind it for a mounting bracket or wire harness. If it's there, then just look for some factor fogs on the www.dsmtrader.com and hook them right up.
