I own a 99 gs and the cigarette lighter won't work. I do have at least 12v but when ever I plug something in to it it won't operate as if it cant take a load. How would i do a load test or if you have any other advice thanks in advance

Mine recently had this problem. It would get power, but not enough to operate anything. My radar detector would show the power light very dimly lit, but nothing on it would work. I ended up taking my whole center console out, taking the lighter assembly out. There is a nut on the back that screws on the lighter to hold it in. I took mine completely apart, applied dielectric grease to everything, and reassembled it as tight as I safely could. After that it worked fine. Your results may vary...

There is also a little fuse link that is apart of the cig lighter assy. If you look real close you will find it and if you drop a penny into it, the fuse link will burn and make you think the socket is bad.

You might have short in it. Have you checked the fuse under the hood. This happend to me at times, I'd put the connector from my impact at at different positions from the cigerette light source and eventually it got power but the led on connector was still dim.

Do what 740brick said. An running your radar detector through the cigerette lighter power source.
