Ok guys, ive searched for about 2 hours now, as well as the web for about 45-60 min.

This is the story, Got some cheap headlights off this guy down the street for $40.

Bought an oem replacement bumper. Installed it on my 2g 97, only to find out the headlights i picked up are about 1-1.5 inch too big.

Could it just be the bumper need sanding/cutting for fitment? (What I'll probably do anyways)

The bumper fits fine on the sides, its only on the front middle where it hits the lights, I'll post a picture up tomorrow when its bright out.

I've read somewhere though that all years don't have interchangeable headlights, specifically something about the 97's not being swappable.

Could anyone confirm?

I'd hate to get out the dremel & sand & cut away at the bumper. What if i need some more replacements down the road?

Doe's anyone know if this is stickied somewhere? I have searched but maybe i just over looked?

You're correct, there are differences. The 95-96 Eclipse(referred to as 2ga) came with headlights that have a different shape at the nose of the bumper than the 97-99 Eclipse(2gb) as shown in the pics below. The first pic is of a 2ga Talon that shares the same lights as a 2ga Eclipse. The second pic is of a set of projectors, however you can see the shape difference:
