Right now my turbo is set on 21psi and I'm getting ready to move 4500 ft lower than what I am now. I'm running on 91 octane gas, because that is the highest sold here. Do I need to turn down my boost before I move to AZ? I was thinking about setting it at 16psi to be careful. Am I going to have to do some microtuning while I'm on the road to make sure my A/F isn't getting too leaned out with the more dense air???

As a rule of thumb, with that drastic of a change, I would turn it down anyway and tune it bottom up (low boost getting higher). Obviously the same fuel level with more dense air will lead to leaner conditions, so either richen it up or pull back some boost and tune that way. Personally, I'd recommend the lower boost method.
