There are only 2 honey combs on 1g dsm's. A main one right in the middle and a smaller oval shapped one on the bottom. The bottom one can be removed without issue. I thik your idle problems lie elsewhere. The guy you were talking to was probably referring to the 2g eclipses with have more honeycombs, one of which usually directly effects idle.

Leaking or missing BISS (Base idle set screw), bad plugs or wires, possible leaking injectors can cause idle to be rough when car is cold.

You can NOT remove the upper honeycomb in either 1 or 2G DSM's.
You may remove the bottom ones in both or even the side ones in a 2G. In some cases the idle will be affected by removing the sides in a 2G but I had mine out before with no issues.
Removing the upper honeycomb in either car will without a doubt cause idle problems and may cause it to run either too rich or too lean at partial and WOT because the air will not be moving straight past the sensor but will be causing a sort of tornado inside the square box that the sensor resides in. If you buy it, go to a junkyard and pick one up. If that doesn't solve the idle problems, then check the other things.
A partially open throttle plate will cause idle surge (idle goes up and down in pulses) If the idle is too high or too low, adjust the BISS but that will only solve too high or low of an idle.
Hope that cleared a few things up.

well, how much is he asking and what is the rest of the car like? Body? Miles?...
Since he already told you it has problems, talk him down.
You could always pretend to poke around a little under the dash and tell him that you think that the caps in the ECU are leaking and thats why it idles bad. emoji Then tell him to subtract that from the price. You may end up paying exactly what you want.

i doubt i will get it near what i want to spend. i doubt i will even buy it now. he is saying that something is wrong with it now and when he pinpoints it he will let me know what it is. he also said that the car would be as stated when i take possesion if i purchase it so that doesnt matter but just seeing that it has something wrong with it now makes me worry. he also said 2 other people have contacted him about it so i doubt i will beat their offers. i offered 3200 and he declined it so i dont think i will go any higher than 3500 if that. oh well, the search continues.

dood. I just priced that car on KBB.com and loaded in fair condition, it's only worth $2300.
Forget about it and keep looking. You should be able to find a REAL nice one for what your willing to pay.
Be smart. Don't rush into anything and make sure you go through the car and check to see what it's worth before you pay.

yea well, shut up. emoji i hate looking because i will find one i am interested in, then it will be wrecked or have a blown engine or the owner wants and outrageous price for it. my life sucks. i will have to buy something before the first snow whether or not i find what i am looking for. my poor sweet clipse cant take the snow cuz its too low. i will probly get called by the state asking if i want to work 3rd shift and plow the highway for them if i drive it during show season and they see me. :o

Yeah me too I gave up, I wanted a GSX, but couldn't afford it at that time and gave up on my dream to own a turbo dsm, then 4 months later the same dealer dude called me up and told me this navy dude sold his 97 GST and only had 40k.

I know I'm way off topic but the point I wanted to make is that don't buy that piece of shit from that guy, If he's already telling you that something is wrong with his car chances are there's more problems.

Just keep looking.

Yeah book value for most 1G's is under $3,000. Print out the kbb.com price and show it to him and tell him that is your offer. Mine was $1800. Just wait around and one will come. When you buy on impulse usually you regret it.
