Go to carreview.com and look under suspension for Tokico Premium Performance Shocks. There are a few guys in there that have had problems with them being blown/leaking.

I doubt they're bad. Depending on how low you are/what size bump you're hitting, you may just be hitting your bumpstops. Is the ride really bouncy, or is it really stiff? Were your bumpstops cut when the strut install was done?
Easy way to tell if you have a bad strut it to physically try to "bounce" the car with your hands. If it settles almost immediatly when you let go, you're probably just hitting the bumpstops. If it continues to bounce for a second before settling, you're on bad struts.
Bad strut = bouncy ride.
