Shox and springs, with 500 bucks that'll about cover it. I have KYB AGXs shox and skunk2 springs and it's a nice setup. If you were strapped for cash I would say get sturt tower bars but shox and springs will have a greater effect on your handling goodness ^_^
Check out vfaqs for a handling vfaq also, it's got a lotta good info on how to upgrade handling. I belive it was called 2G turn harder or something.

My first suspension mod was my springs. I know I will have to redo everything when I get my shocks, but I love them so far. They do ride a little harshly over bumps, but the roads, for the most part, are smooth here in NC (where are you from anyway). I think I will get shocks, strut tower braces front and rear upper and rear lower, sway bars, and 17's and will be through with my suspension for a while.

I say go with springs first. Its a good handling mod plus it looks 100 times better lowered. It might not be the BEST handling upgrade but shit why not make your car look and handle better at the same time. I say some tokicos blues and pro kits. You could probably get front and rear bars to go along with those if you find good deals.

get some shocks and springs so you can do it all at once. You have a good amount to spend now, with the tower bars you can get one at a time. Remember you will also need an alignment after the install. I recommend adjustable shocks. KYB are okay if you only lower about 1.3" or so like with prokit or progress

I wouldn't suggest going straight to upgrading swaybars. with shocks on the verge of dying, and stock springs, the car will lower too much in a turn and adversly alter your steering angle causing unwanted understeer, which is exactly what you're trying to avoid by upgrading swaybars. they mention something to that affect in the instructions.
my suggestion, would be making sure your suspension is up to the task of handling a stiffer setup. make sure all your bushings are good, and you don't have any loose ball joints.
once you've established that....then, look into shocks & springs. do both at the same time, if you do just springs, you'll blow your stock shocks and have to clean all the shock oil off your nice new springs. if you do just shocks, get adjustables so you can turn them down. strut bars are merely cosmetic till you have new shocks/springs, and start playing with swaybars.
just please remember that, above all....you really do get what you pay for!!!
fyi, there's a guy on ebay selling tokico illuminas for 360 shipped, and modacar is having a special on eibach prokits for 200.
If you are running the RS 14", upgrading to at least 16"s with some decent rubber should be the first thing. Even if you have 16s, I'd still say getting rid of those crap RS-As is the way to go.
the BEST handling mod: TIRES! i had struts, springs, sways, tie bars, and when i got new tires it felt MUCH better than ever before. Some quality tires- RE730's are what i have, or other performance tires will get you the best handling out of your car. those other mods wont do shit if your tires cant grip the road.
