I am in the middle of my conversion and have the new rotors on, but they rub on the ebrake. I read the write ups and have one question. After I adjust the ebrake pads to drag slighly and then engage and disgage the ebrake several times is the ebrake suppose to still drag slightly on the rotor? Or is it suppose to spin completely freely?

It will likely have a very slight amount of pad still touching after adjustment which is usually more of the sound that you will hear than a drag that you will feel. Follow the break-in procedure for new e-brake pads and it will be fine.
