am I just imagining or is the bushing part of this arm supposed to rotate freely inside the arm? Mine doesn't and is rusted, but I'm not sure if it should rotate or not.

no it wont rotate freely, seems like thats normal.
Im sure its moving or you would have a horrible ride.
Those bushings are all pretty tight/rusted on my car too.
every bushing is like that.
