both of my rack and pinion boots are torn. idk how long they've been like that but i'm assuming that's not good. do i just replace them or is there other damage i need to check for? also where would i get new boots and how much?

While you are under the car, check the inner tie rods and around that area for leaking power steering fluid. If the boots have been torn for a while possible damage can occur to the seals on the rack.
As for replacement boots, I think some auto parts stores sell universal replacements. I am not sure if that is something that a dealer would have. I am assuming they would though because that is something they see as well.

Hate to tell you but you inner tie rods probably got contaminated and will eventually fail. Boots can be purchased from O'Reileys (and NAPA I think) for ~$20 .

hmm well my power steering pump is actually leaking at the moment so i'm driving without power steering. that's a separate issue. i shredded some belts and managed to get a piece wrapped in between the pully and the pump and now it's leaking from there.

Well take a look...fiorst off you can't tell if the ITR's are still good or not without disconnecting the OTR's and doing a breakaway test (or whatever it is called) If you can grab ont the whole asy (inner and outer) and rotate it freely then one of them is getting wobly. I would replace them fairly soon. it's not that hard to do. There's a good write up at the head of this topic on that very thing. Courtesy Joel! Thanks for that again Boss!

if there is any play when you move the wheel left to right (while the car is on the ground well I guess you could do it in the air too O_o)your tie rods are worn. I took my car to get a wheel alignment and they showed me the play it had so he told me to get new inner tie rods before I get the car aligned.

nah no play... it looks alright inside the boot (not that i'd really know what a bad one would look like though). it's mostly just grease inside though. the boot still covers the joints - both boots are just torn into two pieces.
