Is this thing supposed to slide back and forth really easily when it is unbolted from struts only.

You mean where the sway bar ends unbolt from the endlinks? Then yes, they do slide back and forth when they are unbolted because the endlinks are what ties the sway bar to the rest of the suspension and really hold the bar on. If your changing bars I highly suggest you remember how you pulled the stock bar out because it can be rather difficult to get the new one in.
