depending on how low you lower it with lowering springs yes you will need a front and rear kit for the rear you can do the 15 dollar rear camber mod (see 2gnt home page and follow the links to handeling modifications I think) for the front check out the spc adjustable ball joints.
if you were to get coilovers and only lower it 1/2 inch or so a little negative camber is okay.
But typically if you lower your car you need front and rear kits trust me its worth it, Im an idiot and havent installed them yet and I go through tires like a racecar driver. Im stupid, but Im putting on the SPC ball joints on the front this weekend and also doing the rear camber mod

1.5" at the most. I had Pro kit with GABS and that's about as far as they went. Do the rear camber mod and if you are really broke just take it somewhere and let them align the car. They should hand you a little sheet w/ all of your alignment specs and if your car's camber is out. I would say that you should be OK w/o the kit, BUT be SURE that your toe is on the money! TOE EATS TIRES!!!
