I am buying my unit from diy and the only part that I really do not understand is the 420a crank decoding. I see the diagram here http://www.msextra.com/doc/ms2extra/MS2-Extra_Neon.htm but I just don't understand it. Can anyone clarify the diagram or help with what parts they are?

For the input, you will need a 330 ohm to 1.5k ohm resistor. You do not have to install D1, D2, or C30. You also do not have to install any component in the VR circuit:

small clarification. SO I can put the resistor inline with the signal wire going to MS. and when building the board just skip where is says for the vr/ hall sensor?

No, you need to build the Hall/opto circuit and configure it using the 330 ohm - 1.5k ohm resistor as shown in the schematic you posted. We use the standard 390 ohm resistor (R12) in our ECU's, but connect a 1k ohm resistor in series between the R12 and 5V/Vcc.
