Ok so I put everything in my car but both the diagrams dont really say anything about the Vref wire. The regular diagram I have from megasquirt.info shows the vref going to the tps but both diagrams I have seen for our cars do not refrence it to anything. Thanks for the help guys.

You won't use the Vref wire unless you are not using the factory ECU. You will just use the TPS singnal wire.
