I don't know how strict CA emissions are, but I'd say no... If your A/F ratio is the same, and timing and such is the same, it shouldn't effect emissions by any mesurable amount.. Since it's a rebuild with new rings, I'd say it may even be lower than you once had..

No idea. Kalifornia is crazy. I've got 10.5/1 in Arizona, where they do emissions, but I have kept my Kansas tag for over four years now to avoid it. With all the shit I've done, the CR is the least of my worries.

I've heard of low compression engines not passing, but nothing about high comps. I don't know any high comp 420a's in socal! I believe if you manange your fuel and ignition correctly, and keep stock cams, your combustion temperatures should only be slightly higher and maybe you'll get higher NOx (I forget but I think nitrogen pollutants go up when combustion temps go up). Your hydrocarbons should depend purely on tuning (you control that) and if you have any oil leaking into the combustion chamber (seals and rings)

it should pass I have a 10.5:1 compression and mine barely fails but I'm guessing its because I didn't put my engine back together correctly. My HC was a litle high.
if anything more compression will give you nox because it burns hotter but I didn't get high nox.

you guys are 100% correct about the NOx going up with the higher compression ratio. NOx readings are directly heat related. Just make sure your catalytic converter is working, and most of all the EGR.
concerning HC's...i dont think you'll have to much of a problem burning all the fuel, just make sure you're using stock cams and stock timing.
if you're anywhere near sacramento, i have an exhaust gas analyzer and i can sniff it for you and let you know if youll pass or fail or not
