i have a 97 RS 5 spd . and ever since i got it code 31 keeps coming back. evap system fault. and ive replaced the canister.. the gas cap and checked the hoses and it all seems good. but the code still comes back after about 130 miles. . my emession test is comin up and it will never pass with that code on.. is there any way to connect the hoses in a small loop or anything to bypass most of the system to make the code go away? or am i screwed? i really cant figure this out... please help.. also could the little black solenoid thing that has the chrysler sign on it be causing any prob? i thought it was for the EGR valve system only but i dunno just a question/ mike

Check the gasket on the top of the fuel tank. You have to remove the rear seat, then the fuel pump is under that access panel. There's a rubber gasket on there and if its leaky then it'll give you that code too.
Yeah, there is a little black solenoid is part of the EVAP system. If its not working that could cause the code.
There are plenty of causes for this code, but noone seems to have come up with a bypass for it. At least not that I know of. If these suggestions don't help try searching for "EVAP" in the General and Performance sections. Its a pretty common code.

Yes, it is a very common code. When my car was stock over 3 years ago, this code came and went whenever it wanted to. I tried to fix it at some point, then gave up.
One possible cause is if the EVAP system sees boost - I believe Jason tried to put a check valve in there a few years back in order to reduce the chance of it happening, but I don't think it worked.
I remember reading somewhere that you can put a resistor across something and it will fix it, but I haven't looked into it much because it doesn't bother me that much to put any effort into fixing it.

I've got my EVAP solenoid unplugged and built a resistor pack in its place. Its enough to keep me from getting a CEL, but I'm also a '95. I forget the resistance, but I just copied the resistance from the factory manual. Its probably 15 ohms. I bought 10W wire wound resistors from Radio Shack.
