Is it really necessary to remove the valves prior to port and polish or can you just clean the ports without removing them???

the valves are at the end of the intake and exhaust ports. You can port and polish to the valve. Just wondering if I had to remove them to do a full port and polish. Don't have the tools to remove the valves.

if you do not plan to P/P the bowl area then you dont need to remove the valves, you will need to open each to clean the ports out though. You must use extreme care not to knick any of the valve stems while polishing or ports......knicked valve stem can heat up and break on you...the rest is history

And, for what its worth, the right way to do it is with the valves out. if you're not going to do it right, then don't do it at all.
