The tire spinning in neutral is fine, mine does it and ive asked other members about it and their cars do it as well. You need to replace your valve cover gasket and spark plug grommets. For 17.50 or so from advance you get all the gaskets you need, just ask for the valve cover gasket set. Very easy to change out!

OK, I talked to a very knowledgeable friend about my issue and it turns out that they think it might not be oil in the cylinder, because theres no blue smoke, there was a little bit of oil in the plug well, so I was thinking that maybe the valve seal was leaking and covering the spark plug from the top and dripping down?

no, it's exactly what ^^^ said. there is a little rubber grommet that goes around each hole where the spark plug goes down. it keeps oil out of the plug wells. all you have to do is pull the valve cover and you will see what we are talking about. easy fix, 20 mins or so. and the spinning tire in neutral is perfectly normal.
