Try adjusting the position of the throttle plate first, via the brass colored adjustment plate (held onto the intake manifold with two 10mm bolts, see here: http://www.2gnt.com/files/tbopen.htm) to make sure your throttle plate is closing all the way. Also, take off the intake pipe and look in there to make sure there is no gap around the throttle plate that could let air through. I believe i've heard that there was a batch of those TB's from Howell made with an incorrectly sized plate that can cause that. Check those things, and if there is a gap around the TB, contact Howell.

Don't get ready to send it back just yet, check the IAC and TPS sensors. they have o-rings on them and if you pinch them wrong you will idle high, mine was as high as 3k when I first did my install. And check the things Dino mentioned.
