Edit: I can take more pics if you guys need one, so feel free to ask, I need to figure this out asap.
Okay I just can't figure this crap out. I've did what I believe everything that needs to be done to get this thing to work.
However it still goes up to 4k rpm and then climbs to 5k and stays there.
I've plugged in the manifold hole, put on a 1/16 new gasket, all the lines are plugged in and all and still haven't problems.
Here are the pics of the throttle body and stuff:
please note that I took this pic when the mechanic friend of mine and me were starting to take off the air filter and one of the hoses (however can't remember right now where he had it plugged in, um if you guys can tell me that would be great), this was basically when we gave up on it and I decided to take some pics before I went

On the intake manifold there is the throttle cable adjustment switch. Start the vehicle and adjust the cable until you get your desired idle. Hit me up on AIM for additional help. aaron is gay.

make sure the bottom vacuum port is blocked off i've seen alot of people forget about it. also what plunger r u using in the iac the eclipse one or the jeep ^^Work in progress pic www.fastfabrications.com

Yeah the mechanic was adjusting the cable, but I mean you can only do so much. Once he pulls on it or what not (also theres a screw that you use I know to open the throttle) the rpms go down, but as soon as it's let go they rise again.
Um I dunno exactly what else to say, not familier with the terminology enough and so makes it hard to explain in writing as well.
And yeah in one of those pics there, the last one I believe shows the vacuum hole is plugged in with a rubber plug and silicon.
And to the other guy that first replied... first I was in a rush, typed it up pretty quick. And if the pictures didn't distract you enough you should be able to extract the meaning from it.
I have completed some college level writing courses, and my skill level should be on pair with entry journalism. So I do know how to use grammer, but thank for the note.

Pop the hood and start the car. When you reach in there and close the throttle by hand does it idle normally? If it does, then you just need more spring tension. If it doesn't - then it's a vacuum leak...somewhere.
