are you having a lumpy idle, it is related to a vacuum leak most commonly the IAC sensor on the TB. Check the sensor for dirt that could mess up the connection. The code is thrown when your car cannot achieve correct idle within 200rpm. If your car is idling ok then i would see if you can replace the sensor.

Heres your answer:
Target idle not reached (k200 r/min)
Harness and connector / Idle air control motor / Vaccuum leak
