okay so all the new hardwear and timing belt it on the car, everything lines up (using the UR cam gears, which have timing lines that match the stockers perfectly), turned the crank 2x and 4x and it all looks beautiful.
so when you guys have done this, did you find that the pin comes out perfectly at 20ft-lbs on the tensioner pulley, or is there a little bit of snag? tension *looks* good but I don't know what my tolerances can be for this.
my only semi-superstitious worry is when I took off the cam gear bolts, used some wire to keep the cam gears stable, but they still moved a good 45-60 degrees. the crankshaft was probably 35-45 degrees before TDC (I don't remember ever putting it there though, last I remember it was TDC, hmpf), so I think all should be fine. We definately felt compression strokes after the final belt install. Should I put the battery back in and see how it idles before reinstalling everything? I don't want to...
oh, and the coated wire still managed to marr the alumidized gears, any cheezy fixes of that do you know? *cough* magic marker *cough*
tomorrow morning I will intall the UDP. geez I hope this @#$(* car will idle right before monday comes.

the way i usually put the tensioner on, i just pop a screwdriver under it, and put enough tension until that pin in it just slides in and out easily.... im not 100% sure i follow you on the rest of what you said, i dont have UR cam pulleys, (i have the wrong marked AEM), but if they line up, your crankshaft lines up, and youre getting compression...turn it over a couple more times, make sure your valves arent hitting, and try starting her....if she starts, put the rest of the stuff back on....id recomend putting a jack with some boards under the oilpan just to stabilize it when you start it.... hope this helped doug

22 ft lbs on the tensioner pulley, hand tighten the 2 tension bolts, slide the tensioner up until its right next to the tensioner pulley, tighten the tensioner bolts to 22ft lbs, pull out the pin (i used a nail) it should just slide in and out of the hole now if you did it right

I put a ratchet on the tensioner pulley and put tension on the belt then slide the tensioner up and tioghten down the tensioner. I can usually pull the pin (allen wrench) out with almost no effort

thats how you know the right tension is on the belt, the pin inside the tensioner doesnt really move much farther then where it is with an allen or a nail in it. i already know you know, im just saying

Nice one glad it works.
I realized after leaving I forgot to tell you how to set the tension. See Lickscissors' answer above. If there is any snag pulling out the pin, its not tight enough... if you can still get to it, re-set the tension. Use that prybar I gave you and have someone hold it at just the right tension while you tighten down the tensioner bolt. Pin should slide in and out with zero effort once everything is torqued to spec.
And yeah... file down any nicks and use a red Sharpie
