#62991, "Problem with throttle cable"

So the cable runs through a sleeve of sorts to make it through the firewall w/o restriction right? Well where the sleeve ends, right before the TB, there's yet another metal sleve, about 5 inches long, that's smaller in diameter and thus slides inside the black one. The problem is when I mash the gas, this metal sleve slowly pulls out till it's separated, in which case makes any throttle pedal movement very difficult. I just hate having to pop the hood and slide one sleeve back in another....is there a way to remove it safetly, or do i need it? I removed the cruise control, if that had anything to do with it.
