There really isnt a true ram air system for our car. People have taken short ram air pipes and modded them from home depot with pvc piping to try and recreate a ram air system, but by the time the air gets through all the pipe the ram air effect is gone.
A cold air intake puts the filter pretty low, through one of the openings in the bumper and this seems to give maximum hp gains. There are tons of companies that make these. AEM makes one of the best kits out there.
If you really want a ram air effect, you "could" get a custom fabricated hood like this with a section cut out from the front of the hump on the hood. then get a short intake and build a box covering all sides of it except the top (when closed the hood will be the "top" to the box, thus making the custom hood scoop the only pplace where air can get in, and the box you made will complete the ram affect and not allow air to excape. But then again, thats a lot of work, time and money.
Just go with a CAI or short air intake imo. I have a ebay short air intake, and love it. It was around 40$ and made my car sound great and added some hp. Cant go wrong really.

If you want to invest the time and money go for it. You'd have to do what was listed/pictured above. I think it would be cool.
I suggest looking at a Ram-Air Firbird and see the way they did the airbox and ram the air in, there is a dip in it and drain holes for water to run out, that you might want to concider if you decide to make this.

HMmmmmmmmmm, I dunno about your hood idea there. When U R @ speed, the front bumper shoots the air over the top of your car and creates a sort of vacuum over your hood = no airflow. Saw a neat story about Pontiac's 1st GTO: how they created the 1st hood scoop & performance effects from any hood scoop. U basically have 2 create an intake that "gets in the way" of the air. I agree w/ the CAI, best thing 2 do... just pop out your brake scoops & mesh over, loox better anyways.
