After it rains and i start my car up it makes this terrible noise, that sounds like a rod bearing minus the ticking, but the more i play with my steering wheel the more it changes and eventually goes away, wth is going on?

Could just be that the p/s belt isn't tight enough.

It could also be that godforsaken tensioner bearing. Take the assembly apart and see if there's any play on the center section. My tensioner bearing was bad when I bough the car. The dealer wants over $100 for the whole tensioner bracket assembly - they won't just sell you the bearing. Jamesman found a replacement bearing from McMaster Carr for under $10 - Part number 5972K86
