I wouldn't even bother. Soak them in oil overnight, then just drop them in. They'll pump themselves up after a few minutes of running at idle.
Why would you pump a lifter up to install it, but pump them down if you're re-installing them? Put them in near-dry, install them pumped down.

If your're installing your old lifters that still have oil all over them, then just put them in, as they should still have oil inside them. If they are brand new, you want to pump them with oil before install, to make the engine fire right up without much effort. If the lifters are dry, then the motor may not fire right up, or may run badly until they fill with oil. Its def not good for the lifter to run them bone dry..

This is my reasoning - if you're re-installing an old lifter, you're supposed to put it in a vice to pump it down (ge tthe oil out of it.) If you don't, you can cause yoo much lift from too much hydralic pressure in the lifter, and cause problems with valves sealing on the seat and possibly even hitting the pistons. So why, if you're supposed to pump a lifter down to re-install it, would you pump a new lifter full of oil to install it the first time? You're causing the came scenario as if you were re-installing a fully pumped up old lifter.
Also, the time it would be dry would be very minimal - these cars reach upwards of 50psi of idle oil pressure within two seconds of the engine starting. 50psi of pressure will pump a lifter up to exactly where it needs to be given clearances between the roller and the cam a lot quicker than you can with a bucket of 30w and your fingers.

Umm...if you read the manual it says to fill up them w/ oil BEFORE installing (new or used, if they are empty). It is very bad to run them empty for any amount of time.

I have read the manual. People following the manual and fully pumping up the lifters to install them have bent valves. 4g63 guys especially have begun to disregard the "pump the lifter up fully before install" adage in the manual. Every cylinder head shop i know of says the same thing.
This is the easiest, safest way to do it. Don't act like i don't know what i'm talking about.

To do it right you should plastigage the clearance between valves and rockers, This would give you an indication there is a problem somewhere in the valvetrain. But I stil wouldn't put the in dry. I'll be coating mine in oil before I install, I may not really pump them up, but they are not going in bone dry.
