Won't hurt performance, it's just emissions related.
Do you have all your vacuum lines connected?

Check engine light 31 is not related to your catalytic converter. Just unhook the battery for a couple of minutes and it will get rid off the check engine light as long as the vacuum line is hooked up and everything else related to EVAP is ok.
I got this check engine light once when I was working on my intake manifold. I simply forgot to connect the vacuum line back up - this is the vacuum line right on top of the throttle body. I hooked it up, disconnected the battery, and then started the car. The check engine light was gone.

The line on top is the reason you're getting this code.. That's the line to the EVAP system. Fix it, and it'll go away.
