#42208, "power steering problem"

okay i have a problem with my power steering. it works fine when i'm accelerating but when i take my foot off the gas it doesn't work at all. i wouldn't really care but i look pretty stupid always reving my car alot just to make a turn etc. do i just need a fluid change or is something else wrong?

also, i get this very light whinning noise when accelerating that comes from the engine bay, it sounds like something electrical but i'm not sure. i just makes the car sound very cheapish..
anyways, thanks guys

sounds like either your belt is going bad or the tensioner screw is alittle loose or your running low on powersteering fluid....to chk the fluid...facing the engine its towards the front of the left hand side...its a blackish brown color bottle...it has its own dipstick inside of it

it must be the fluid, i checked the dipstick and it's like a light orange color, that can't be good. so where is the plug to flush out all the ps fluid so i can just drop some stuff stuff in?
thanks
