for your first question:
the real question i guess is turbo vs. nitrous, because you get both a 50 shot and a 75 shot set up with your nitrous kit. This arguement has been going on forever. basically, nitruos is initially cheaper then a turbo, so some people get that instead (like me). Turbo tho sounds WAY cooler (imo) and is more or less indefinate, where as the nitrous you have to refill your tank every 8ish runs, depending on tank size, spray... etc. So either way isn't necessarily better, it just kind of depends on future plans. It sounds like to me tho nitrous would be better for you since you dont use it all that much.
Next:
Tuning your car more or less means making minor to moderate adjustments to systems (i.e. fuel, timing) so that your car is running at an ideal condition. It also means making sure your parts and everything else are in top shape, so that when you do major modifications (i.e. nitrous, turbo) you are CONSIDERABLY less likely to do major damage to your engine and/or self. It also means making the correct settings so that you are getting the most out of any given modifications. The best tuning is done on a dyno, where you can see exactly how each adjustment you make affects your car.
Next:
Building/re-building (same thing imo) means taking your engine apart and putting it back together with stronger, or better parts. Turbo guys tend to take apart there engines to replace stock pistons and rods with forged ones, so that they can run MUCH higher boost. While we have decent engines straight from the factory, they are in no competition with a fully built motor.
