This may be a stupid question, but I'll ask anyway. If my O2 sensors are malfunctioning (CEL code 21), will my gas mileage be adversely affected? Any help is appreciated.

OMG yes, your gas mileage should absolutely suck with a malfunctioning O2 sensor. Your spark plugs will probably foul as well.
