I know that cold-air has a deeper sound, not sure about louder though. It would seem that metal would reverberate (sp?) louder than say plastic, so if you wanted to go cheap, stay with aluminum. However, aluminum and cold-air don't really go well together, since that metal gets HOT ;P

My friend's accord has a long ass intake because of the position of the throttle body in relation to the intake well, and it rips like crazy! So im guessing the longer it is the more noise it will make.
