#28083, "Cam Timing & head rebuild"

I recently had my head pressure tested and turns out my head gasket blew.
I got the head back on and now im in the process of putting the rest back on
All of the timing marks lign up perfectly But every time its about to release pressure from the exaust port it sucks in air from the exaust port then lets all the exaust pressure out.
I was wondering if that is normal overlap for our motors.
And our motors spin clockwise dont they?
Thanks
