A short block is just the reference to the block, crank, pistons and rods. You can buy engines in either short or long form. A long block is the above mentioned plus head, cam, water pump, timing chain, basically everything but carb or FI and exhaust mani.

Long blocks don't have "tin work" which is oil pans, or valve covers, but are otherwise described as what you said.
