It's ALL about the tuning. Yes you can run 12.5:1 with the proper tuning, go to the main page and read the link to the post by Gary Howell from Howell Autowotive/AFX Manufacturing, great info and details on high compresion and turbo. But there is less room for error at high compression and boost. But if I ever go turbo it will be on a high compression motor.
On to cams. The cams needed to boost and higg compression power are two different grinds. H.C. cams will have a "lope" because there is greater overlap (when both sets, intake & exhaust valves, are open). Turbo cams have very minimal overlap to keep all the air being forced into the combustion chamber in. So cam grinds conflict.
For what you eventually plan, if you want high compression and turbo you will will have to build the bottom end. You risk detonation that stock bottom end cannot handle. Build the motor bottom and top end. With proper tuning you can dial the turbo in and get great numbers out of a high compression turbo motor. But there will be a lotof money invested, a lot of time, both building and on the dyno doing your tuning (you will need to dyno tune it to push the boost up and get it so you don't hurt your motor). Built or not detonation can melt pistons. But with forged internals, a build upper half, and proper tuning I see a high compression turbo kicking out some serious hp numbers and time slips.
Una salus victus. It's not about being invincible, it's about being ready; for anything.
