Is it normal that when we rev our cars in neutral, the RPM's decrease rather slowly back to idle? It seems when I had my Honda, it would fall just about as quickly as it would accelerate. Someone once said it was die to an emmisions control thing I believe. Is there any way to remove it?

Normal.

I don't really know of any way to remove it - it's controlled by the idle air motor.

that and the weight of the fly-wheel.. keeps the motor's reving and de-reving nice and smooth.
