First things first: Unplug the bulb. Start your car. CEL gone? problem solved.

Not to make light of the situation, but in all my years here, MANY people have had this problem. No one has yet found a solution.

Care to give it a whirl? Tons of people would thank you.

Does your code 31's go away after a while? Dealer told me it is usually due to the gas tank cap not being tight enough (it is supposed to be real tight so there is no pressure leaks). I remember people talking about how on some cars, it says you have to tighten a whole turn or two after it clicks, or else you will get that CEL for the EVAP solenoid. I'm pretty sure it must be a leak somewhere within the fuel system or something...

Great site Juan! Of particular interest are the following lines that help explain why we get the CEL.

>>>One more problem that makes this system tricky to troubleshoot: it is possible for the driver to inadvertently cause the Monitor to fail the EVAP test. Driving with the gas cap not tightened correctly will set a code, as will refueling with the engine running. Overfilling the tank can cause excess liquid fuel to make its way to the canister. If the PCM monitors the change in A/F ratio to check purge flow, it may show abnormally high flow and assume a purge valve malfunction. Several manufacturers have issued service bulletins about these facts, and some have even revised the EVAP system's liquid separators. The trick here is how to know if this is the reason for the code, and how to 'educate' a driver who might think it's just not possible.

Man that EVAP shit is the worst thing Chrysler has ever fuckin made. I myself have that code in my car and I also work as a mechanic for a Dodge dealership I get about 2 or 3 cars a week with that fuckin EVAP code. Chrysler really fucked up with that system.

I had that code from the day I put in my S-AFC. I took out the AFC, and like magic no more EVAP code. Now I just get codes for the ignition, injectors, and EGR. I really need to pull the bulb.

My code did go away most of last summer, but I doubt it had anything to do with the gas cap. I always turn that thing tight. I took it in to the dealership ONE time to see if they could do anything. They gave me the same response. (gas cap...blah blah blah...)

Another thing you may want to check is the evap canister. I had the same problem, replaced the evap solenoid, and purge pump and the light still came on. Then I took it to the dealer(big mistake) and they claimed it was a valve that is behind the gas tank and you have to remove it to get to it. So $145 and 2 days later the light is back on for the same thing. Of course I went back and come to find out there was a small crack in the front of the canister where some type of debris from the road had hit it. If I were you I would check that first. It's located on the passenger side of the car and can be seen up high through the hole in the bumper. If that's the case you can probably just get some marine GOOP and seal it up. I hope this helps some of you.

They changed the location of the Canister, after a particular year. For me, (as a 98 model), it's actually located in the back above the fuel tank.
