Depends on the cams. Cams specifically for turbo use exist (maybe not for us). I've read that high overlap NA cams don't agree with the turbo. The high overlap tries to overcome end-gas expulsion inefficiencies (uses intake air to push out burnt gases that didn't quite get pushed out during the exhaust stroke). The pressure created in the intake track by a turbo does a good job of doing this by itself. So with a turbo and high-overlap cams, you may end up wasting alot of your intake air. I'm sure that I've left out some details, but this is the main reason that I wouldn't recommend NA cams with a turbo.

I guess it depends on what the Manufacturer does to make his "turbo" grind. There are a few factors that he could alter, which may or may not help on a NA car. I have read in several turbo books that "the stock (NA) cam is often the best cam for a bolt-on turbo kit".
