I'll get into more details later. This is the "short" version, since I'm delaying on some data analysis I have to do here at work
OK, low throttle/high throttle lets you control how much fuel you add at any RPM, and at any throttle position. The numbers just tell you at what % throttle the appropriate settings kick in at. At low throttle (or anything below about 75% or 85%) it's useless for non turboed cars, since the computer uses the O2 sensor to figure out the amount of fuel to add. At full (or very close to it) throttle you can use the O2 sensor to determine how much fuel to add because that's the only time the O2 sensor gives you steady O2 voltage readings. This is really the only place it is useful, since you typically don't race at 15% throttle. The low throttle settings are useful for turbo owners, as their different injectors/fuel pumps/ect... need adjustment over their whole rpm and throttle position range. We just need it at WOT.
So, ignore low throttle settings and adjust the high throttle settings. At WOT you see what your O2 voltage is, then set the SAFC lower at the paticular RPM points (since we run rich stock) to get the O2 voltage lower. Tune for 3rd gear and get the O2 voltage "about" 0.88V. The air fuel ratio you want, for most power, it 12.7 to 1, NOT 14.7 to 1. 12.7 to 1 is typically about 0.88 V or so (with some wariation).

Beautimus!!!!!! <---(said with great sigh of releif, thinking to self "ahh, i can do this now"!) thats what i was hoping you would say about the low trottle settings. I can do the WOT. Would 80% be a good setting for the high? Or should i even go higher to be more true to the WOT corrections?

I have the low throttle set to 50% (or something like that, that way there is no correction going on below 50% throttle) and the high throttle set to 85%. So yes, 80% should be fine.
If you're above 50% throttle, you're probably at 100% anyway
