Is it easy to make 150whp in out cars? How much will this cost and what kind of mods will get me there? Turbo really isnt an option because im only 18 and my dad wont let me turbo the RS. Any help is appreciated.

I don't see his father allowing NOS either. Get the basics, intake, Underdrive Pulley, Get a flowmaster 60 series exhaust(read some about it and its nice). Then get the howell bottom-end kit with 12.5 comp. pistons(maybe mill to 14.5 comp), get cams and cam gears, lightweight flywheel. If you can find a good quad throttle body setup than you will be set(I've read they give 30 to 40% more hp). If you did everything I said first that would about $2000+ without installation, would probably give more than 150 whp, but theres some parts you can pick from, more experienced people could tell you what combo to use to maximize power to cost. Crap, forget the flywheel, just noticed your auto.
Go turbo..I've gone NOS and in the long run you'll save money not having to fill that bottle up and not worrying that "Oh damn no NOS!..I'm a stitting duck!"..NOS is damn violent and you'll be crossing your fingers everytime you WOT it. Turbo is a gradual pull and a nice bump in torque as the spool starts. With either one you gotta watch that tach so you don't bump on the redline..unlike a N/A where you just dog the SOB till 72000.
