Is it normal that when I rev my engine, it slows down from like 3k-1k? I know it never used to do that on my old civic. Is i the flywheel?

It's normal for 420A.

If the RPM's hover around 2k, it means your battery or alternator is not working properly. The ecu will raise the rpm's to recharge the battery if the voltage is low. You would probably notice this though.

alot of american motors do this do cut down on emmisions. guys in scc, had trouble with this in they're project focus

I can vouch for this, my car started reving up to 2 grand on its own i thought it was odd, but then my car died in the middle of rush hour and i had to have it flat bedded to my mechanic.
