My idle changes from 800 to 1000 to 900 to 1100 to 1000 ext. It doesn't always do it but its more frequent lately. I tested the iac and it failed so I changed it. The tps on my scanner would fluctuate from 16% ,fully closed, to 18%. so I changed that out. And I did change an o2 sensor a while back and got a code for high voltage so I defective exchanged it. My Throttle plate could see light through it because of when i cleaned it before with a brillow pad I must have taken material off or when I tried to polish it and stopped. Any other ideas on why? Also my egr is blocked off.

Check for vaccumm leaks.. I had a crack in my throttle body gasket and it caused my rpms to bounce up and down like that, and it was a small crack. So if you are having a vaccumm leak (anywhere) it would be really small, if it is only bouncing aroung a few hundred rpms like yours.
Double check all your coolant and oil lines....., before you take off and see a cloud of smoke behind you!
