The car I got off a member on here has a timing belt issue. Squeals pretty bad. My plan is to redo the entire timing setup, bearings, both pumps, and convert to a mechanical tensioner as well. For one reason or another, the previous owner had not replaced or put back the inner timing belt cover. This I also plan to put back. Im out here looking at the car and notice the timing belt is hanging off the gears on the inside near the motor by a cm or so. Is this ok/normal? Doesn't seem right or safe to me. If bad, what could be a reason and cause?

What exactly do you mean by oriented? The car fires right up so timing seems to be correct. There isn't much slack in belt. I was able to use my fingers and pull on that belt to align it back up with the edge of the gear. This can't be because the inner timing belt isn't there could it?
The previous owner had told me there was a camshaft failure at one point in time in which they replaced the cams. They told me they replaced the cams, slapped the head back on, took it for a drive and there was now a squeal in timing area so it has sat since in fear of another failure.

Looks like more or less when the belt was tensioned he had it on the gears a bit to the inside and when it grabbed it pushed inside a bit more if you can make sense of that.
My belt is slightly similar except it hangs to the outside just a tad, not 1cm off though. It's been like that for 7 years now with no issue.
However, with yours I'd look into it. You're going to do a timing job anyway right?

You know whats weird, my belt actually walked AWAY from the motor with the bracket off. I checked with it running just to make sure because as I was turning it over I could see it moving away. As soon as the bracket is bolted on, even with the covers, it rides perfectly centered.
