#136119, "Setting the Timing"

I know that this has been talked about alot! I rebuilt my engine and, I tried to fire it up last night and, it would turn and not fire first I found my the # 1 spark plug boot was slightly disconnected and the other is it sounded like the timing is off.. I checked my timing marks and they look ok but, the previous owner put paint on the tooth of the gear so I am using those as my reference. The motor appears to be TDC (hard to tell through the crank pulley but looked good. also a little smoke came out of the manifold while trying to start it like it was trying to back fire

Is there another marking I can go by on the cam Gears?? and if you need to see what it sounds like here is a clip I found on you tube.
THIS IS NOT MY CAR
