Yes, that block is from a 95 neon. As much as I like that breather hole (I use it on my race engines), you should just block it off. Without all the supporting pieces (interior as well) you don't want to use it. So go ahead and have him block it off (provided of course, you have the stock Eclipse breather set-up on the valve cover - PCV valve with hose, and hose to the intake by the throttle body).Captain Caveman
