Okay, can someone explain the reason for 1mm oversize valves,also I wanted to know will the engine have to be advanced or retarded. Just need a explanation because I dont understand this method.

You have some crazy posts, guy...

I would suggest reading up in some hot rod magazines or just forums in general on engines. Get some good exposure, as it can get pretty hairy around here if you're too green!

With that said, oversized valves simply give a larger cross-sectional area for air to move in/out of the cylinder. Depending on the engine, modifications to the pistons/deck height/etc need to be taken to make sure there's no interference since the valves at tilted wrt the cylinder bore.
Timing really has nothing to do with this on a basic level, though if you're moving lots more air you need to retard accordingly because of the extra density (fuel molecules will be closes, flame speeds are faster). Most factory ECM's run ignition up to knock then retard slightly, so they can take up the little slack if the valves is all that's different. That is, assuming you meant ignition timing. Cam timing is something different altogether.

In the simplest terms, just think of it this way. Bigger valve = bigger hole = increased volume for exhaust and intake flow. More flow = more HP
